Doug Wheeler is a town planner and chartered surveyor who specialises in preparing: regeneration strategies; mixed use development frameworks; specialist property feasibility studies; implementation programmes and advising on delivery structures for a mix of public and private sector clients.
His experience includes the design and implementation of regeneration strategies and development frameworks for sub regions, complex waterfronts, towns, cities, historic urban quarters and sites throughout the United Kingdom and Ireland. Doug has presented at a number of high profile conferences, seminars and workshops. He was previously a principal of EDAW and in charge of the firm’s Glasgow office and Planning Director with Turley Associates.
Signature projects that Doug has directed include:
North Foreshore Environmental Business Park, Belfast: business plan for an innovative and to be internationally recognised environmental business park on a former landfill site
Cathedral Quarter, Belfast: integrated regeneration strategy for the historic core of Belfast and the 2002 Interim Review. The Old Museum Arts centre will be located here in purpose built premises.
Dundee Cultural Quarter: focussed on the successful Dundee Contemporary Arts Centre and the established University.
Grainger Town, Newcastle upon Tyne: mixed use regeneration strategy for the late Georgian core of Newcastle. Included a successful outline Challenge Fund Bid and advice on effective delivery structures for what became a leading edge and award winning initiative. The Grainger Town Project was awarded the RTPI Silver Jubilee Cup in 2003.
Chapel Street Corridor, Salford: integrated strategy for the A6 Corridor that includes two conservation areas.
Town Centre Reinvigoration in Northern Ireland: Directed a major review for Department of Environment/Department of Social Development used to establish a fresh policy framework: ‘Town Centre Reinvigoration in Northern Ireland’ including guidelines on the preparation of a town centre strategy. This was followed by town centre regeneration strategies and town masterplans in Coleraine, Dungannon, Cookstown and Antrim.
Ruchill and Possilpark Community Plan: directed an intensive community led regeneration approach to develop a procurement strategy for the new neighbourhoods in North Glasgow, working closely with the local communities. Retained as a technical advisor to the Joint Community Consultative Group
Butlers Wharf, London: project planner responsible for providing technical, commercial development and implementation planning services.
